Locksmith cost (Is it owner or PM responsibility?)

When tenants move out and it is time to either rekey or replace the locks, is this cost typically covered by property management company or the owner? TIA

This should be disclosed in your lease agreement or Property Management Agreement. You can state in the management agreement that owner is responsible for the cost, or you could state in the lease agreement that tenant is responsible. If the documents don't spell out who is responsible, then I would suggest it is an owner cost of doing business.
