1 week since close- still no keys

It has been 1 week and my broker/realtor still has not received the keys to an apartment I purchased.  The previous owner is out of state.  Obviously there is a problem.  Whose responsibility is it to be sure everything is in order before close?

If you have title, hire a locksmith and replace locks.
