I think penalizing trash going forward so there is incentive to be neat and contacting the other landlords to try to seek collaboration as Zach recommended is the best approach.

This doesn't mean the tenant can be behind by months and not pay, this is a collaborative move between landlord and tenant with mutual understanding that this virus is an issue that could affect us all.
