Litter on grounds of property surrounding units

Hi, I recently purchased 2 quads and a tri and am really excited about this new property. The only problem is, there is trash everywhere on the grounds! It's really bad. I have considered charging tenants for any trash we have to pick up, but the other issue is, there are neighboring quads and tris, and the owners of those do nothing about the trash. Does anyone have advice on how to solve this issue? There are even old mattresses and tires laying around, but since I don't own ALL of it, I can't really remove it. However, I feel it negatively impacts my ability to raise rents, get better tenants, etc. Thanks in advance for any advice!
