Be sure to create a clear scope of work with your contractor and agree on strict timelines to you don't pay more in holding costs. 

I'm assuming things like taxes, permits, code, insurance etc.

I will be strict in enforcing March's payment.

1) Get your contractor/electrician/plumber to see what you HAVE to do to remain within code requirements and meet those at a minimum.
