I’ve looked through ordinance documents for the city and county and haven’t found anything that makes me believe they don’t allow it.  

As a result, I will end having to pay the full amount of the security deposit and attorney's fees and costs to the attorney, even though I believe I fully complied with Florida law regarding this matter.

Which brings me to my second issue: I don't believe (but haven't looked closely) that most of these funds are even trying to gain contractual control of the deal.  

I don't believe that is what you mean, but an attorney, believe it or not, can also negotiate.

I believe that this might be due to a leaking roof but I'm not sure.

And why even have notary if we aren't going to believe them.

There is a concept in the law I believe called "undue enrichment" meaning that you benefited by something they did. 

I believe title insurance rates in Texas are promulgated by the state so the premium will probably be the same wherever you go.
