Think it won't effect A and B areas--look at the BMW 7's and Escalades tooling around in the tough neighborhoods (they have more than enough money to spend).Forcing people to unknowingly house dangerous hard to deal with individuals (between prison sentences) is harsh. 

The upsides seem pretty clear -- what are the dangers and downsides specific to car-washes? 

I can drive 3 minutes east and it's D, don't get a flat tire, dangerous. 

Very dangerous when used poorly, but extremely useful when used properly.

This a dangerous approach to real estate investing in an over priced market.
