The place itself seems maintained from what I have observed while walking the place.  16 units 1-2 bed units.

Has anyone else -- investors, agents, owner occupants -- observed that many listings in the Metro Detroit area do not do an adequate job in marketing their properties?

As far as shortened lifespan goes, you may be observing a particular instance, but I'm not sure you can generalize -- treated wood has been used and recommended for small boat docks where it's constantly wet -- like standing in water -- and often for years. 

I am a new investor and can relate to the comments and observations in this thread.

If you have no prior construction experience I would ask your contractor if you could Observe and help in order to gain knowledge and hands in experience while having a watchful eye checking your work.

Call it a Lenten Observance.
