Instead of thinking "buy low", think in terms of "make sure it cash flows" in a sellers market .Yes, you can buy low, but not in the sense of "low balling".

I did pay them all to represent my best interest in the transaction and in retrospect I was thinking that water and sewer are common charges that are billed to the property as opposed to a person so did someone drop the ball?

Look up their phone and addresses on the free skip trace sites.Keep calling everyone associated to them until you get through.Its a numbers game but picking up the phone is not as hard as you might think once you get the ball rolling.Good Luck
