I had them replace the two 90gallon bins with the smallest commercial grade (400gal) they add available since it was only $0.77 more per month. 

First thing I'd recommend doing is taking a look at The Ultimate Guide to Grading Cleveland Neighborhoods.

That seems to be the primary obstacle for turf adoption in Phoenix. above my pay grade I just know its happening in Vegas as we speak and we have used it in other markets even chicago south side. if in a tenant application you can keep them from parking their cars on it should work fine..

To me, it sounds like your buying a duplex in a D grade area for a total of $113,000 and brings in a gross of $900. 

Strategy: I am a fan of the BRRR strategy and looking for 2-4 units in B-C neighborhoods (thanks to James Wise Cleveland grading guide) where I can do some light rehab and refinance after 3 months.
