I agree, your best solution is to tell them to call the cops and get extra surveillance.   

Sure, we know now how to execute on 1sts and 2nds (although we're still constantly learning), and how to complete surveillance on our servicers, attorneys, and other third parties etc. to @Patrick Desjardins' point.

One other idea, that might show the tenant you're as concerned as he/she is, is to put up a fairly cheap surveillance system to monitor and entrance where the packages might be dropped off during the day.  

All rent is to be paid as a money order, no online pay either.I think I had a shot at the job, but I can sense a 40/1 chance an angry tenant would slash my tires without much hesitation as no surveillance is in place and there is no gate for the parking lot.Closing thoughts:This isn't my first rodeo, I am familiar with retaliation from owners who have trouble following the same rules as the entire community.
