The fact that Seattle is very hostile to landlords right now (various existing regulations) and would pass rent control tomorrow if it were legal statewide  (wait for next WA legislative session... we will almost certainly get something like what OR has and CA is getting) should be foremost on the minds of anybody looking to take advantage of this as well.

Also, you should consider the pending legislation on rent caps, rent freezes, etc....Other than that, the same work and opportunities are available in CA for apartments.

I find it a waste of time to worry about legislative proposals until they become law.

Why bother with the tax law, the horrible court process, and the anti-landlord legislation.

This is the kind of legislation that adds insult to injury in tough times for land lords and developers. 

Further, landlord/tenant laws and contract law may not be overruled without legislation.
