If a tenant came to me and said that, assuming that their plan for catching up was going to be some gradual payments or something similar, I would be likely to tell them they should go back on Dave's radio show and ask him if they can borrow the rent money from him and pay him in installments, since the landlord said he has bills to pay too and can't/won't go on a payment schedule.

My suggestion would be to raise rents gradually and offset them by giving the tenant a nice card with a gift card for Starbucks or similar.
