Remove any loose paper and re-apply water till all layers are off.Use towels to keep the base boards dry or they will cup from the moisture and separate from the wall.The key is keeping the wallpaper wet.

Serious, I would relocate it as you do not want a bathroom without some air circulation as the moisture would lead to humidity and possibly mold issues

Be especially mindful of any mold or moisture you see on the underside of the sheathing as this may indicate air leakage from the living quarters or a poorly ventilated attic.
