You will not get a lot of responses on here for several reasons - too many questions, not a big enough pool of people to answer the questions, and most agents have no clue about what it takes to work with investors. 

Opening your business to a larger pool of renters is a better business move, as long as they make the necessary salary and have stable employment.

In addition to the high cost of building, the low appraisal reflects there are many more owner occupied purchasers than investor purchasers so adding the ADU likely reduces the buyer pool. 

It’s a 3/2 pool home that’s not on the beach but close enough to be desirable (10min), but is only zoned for midterm rentals.

My client is concerned if he goes to sell years down the line he will face an issue where the new buyer would not be able to obtain a loan on a property with a CLTA policy and his buyer pool will shrink to cash buyers only which could delay the sale. 

Would you consider the couple or wait for a few more weeks to see if the applicant pool picks up?

If the intent is to self manage and believe partnering where resources can be shared, that's a different story and have seen it done in ways that added efficiencies that wouldn't exist without pooling portfolios.

The investor pool here is non-existent cause it's arguably the worst RTP(no pun intended) of any relatively big or known area.
