find someone to sell it to that understand tax deeds and quiet title with a quit claim or a owner finance. the person that you sell it to need to keep it as a renter or live in it and have to understand if they want to flip it or sell it on the MLS list they going to need to do a quiet title action suit . you can rent out a tax deed property with out a quiet title. someone will buy it. just make sure they understand tax deeds because most people don't

I think you are doing enough and  I can’t think of anything else. Special with the neighbor seeing you cutting the grass , I know the neighbors be very happy to see you taking care of the land. I had neighbors come up to me and thank me for cleaning up abandon land

If the state have had the property for 5 years, you can put in a "best offer" in the state of Alabama. I have never done one but I have known a couple people that have. you might want to call or email the Alabama department of revenue to get the correct procedure.

If the property is vacant you can rent it out on section 8 but you have to state in the lease that it is a tax sale property and it could be redeem by the owner. Denise Evans can explain it to you better.

you need to find out what the Arkansas law on delinquent taxes, In the state I live in, after paying the delinquent taxes there a waiting period and if the owner don't pay back the taxes you paid in the certain time period, you receive the house with a tax deed. some states send the properties to a auction, the state I live in don't.
