Tax Certificate - Section 8

I have acquired a property through tax sale which sold to the state in 2016. I want to list the home on section 8.   Are you allowed to list the home with only the tax certificate? Does anyone know the process to go about this?  I was told in Mobile you need to have the deed. Please advised

@Michael Watts, you are right on with your advice!

@Syrica Brown, you can rent the property out on only a tax certificate. You must include a clause in the lease allowing cancellation if the owner redeems. I have many friends who rent tax sale properties on Section 8. They say they don't have any problems getting approved for Section 8 with just a tax certificate, and the cancellation clause.
