once you start cleaning the yard the neighbors going to come out from everywhere to come over to the house to thank you for cleaning up the property lol and they going to tell you all you need to know so you want to be make sure you be there even if you paying someone else to do the yard work.

what city and state the property located?   Have you check to see if the property tax have been paid and its has been paid who paying it?

I think you can get a good answer from the people living next door if any coming to check on the property,  you can see if anyone keeping up the yard and outside maintenance of the house

you cant negotiate the price unless they have held the property tax lien for over 5 years. if they have had the property for over 5 years, you can submit a best offer price. Mrs Denise Evans have a very good book about Alabama tax liens and deeds

contact Denise Evans she have a very good book on tax deeds in Alabama and give classes. I think first you have to send a letter to the people living there and I think there a waiting period after that before you can do the ejectment. what part of Alabama you in?
