A lot of contractors do not want to work in Baltimore City because of issues with permitting/inspections, crime/saftey, and sometimes fly by investors who buy a property not knowing what all the property needs. The payment becomes an issue. It is very difficult to find a good contractor and keep an ongoing relationship. The good ones are usually always busy!

@Erick Garske for light I would recommend working with a local handyman. If you still need assistance please send me a PM and I can provide you with some information. We can handle light turnovers to large renovations or refer you to local handymen that can handle punch out tasks.

My advice is if you wish to use one of these leases, take them to an attorney (in Baltimore City) and have them reviewed. Minor additions such as additional rent clauses are missing. Leases like these are a good starting point, but vague and may not be fully up to date. 

I collect 1st month and sec deposit at move in. If mid month the 2nd month is prorated.

I have a good contact for repairs, but he is not 24hrs. I do not know of anyone that is outside of a retail company. PM me if you would like his information.

Make sure if you go down the eviction route once you get your judgement, wait the 4 days, then file the warrant of restitution. Wait another 7-10 days and call the Sheriff for the eviction date. You then need to mail the tenant the notice of eviction 14 days prior to the eviction date. Be sure to mail it with a certificate of mailing. Then you must post a notice at the property at least 7 days prior to the eviction. Page 9 of this link is the notice that you can use.

@Eric H.stated what Landlords I know are doing. For units with single meters, they are installing their own separate meter to determine consumption. For multi-s that I manage with one meter, the bill is split by the tenants based on unit size and occupants. For vouchered tenants it is paid by the landlord.

@Dave BhatIf you still need assistance send me message. I also know a couple of Landlord-Tenant attorneys who can assist you with this. Most attorneys keep a lease on file that either has been written or one that they reviewed from clients. That is where you can get a prepared lease.

What I did was took a lease, had it reviewed, and then told my attorney at the time what I wanted in the lease. Basically what things I thought should be in the lease and asked him to make work legally.
