The above responses are both very accurate.  If you would like to investigate this further on your own contact either LA Planning Department or LADBS and request additional information from them.

I second this.  The amount of markup window companies charge is borderline criminal.  Look into retrofit windows.  We install them often here in CA using Jeld Wen and prices are very reasonable.

@Manmath D. It looks to me like this joint was never taped, just filled with hot mud.  to be on the safe side, hire a contractor/inspector to further investigate the situation.  Is this due to water damage, looks unlikely, was the drywall not hung properly, this could lead to sagging, ect.

@Andreas Nicolet IMO I don't believe the markings on the floor are mold-related.  However, if you are unsure a bulk sample can be taken and sent to a lab where they will provide you with a definitive yes or no to the presence of mold.  

However, the fourth picture in the far corner below the left window, that looks like mold to me.

I recommend hiring a mold inspector to do a visual/instrumental inspection and sample areas where mold is identified if any is.

@Katie Neason  Meter spread is when you spread your meters from your main.  In other words, what @Mayer M. is saying is that an individual meter should have been installed on each unit that was branched from the main gas line, that way the gas company could remotely read the usage based on the appropriate meter assigned to that unit.

@Jennevy Wallendorf  Start off with Hous Hacking by Craig Curelop and then move onto the Multifamily Millionaire V. 1/2 by Brandon Turner & Brian Murray.  After you have finished those checkout Long-Distance Real Estate Investing by David Greene, because CA real estate is expensive!

@Travis Pearson Yes there are many people who close wholesale deals on BiggerPockets.  This forum has a wealth of knowledge regarding wholesaling.  Seach 'wholesale' using the magnifying glass in the top right and you will find a TON of material.

We broom sweep daily, keep all materials in their appropriate locations, and discard garbage in trash bags or disposal bins (if present).  Demolition is typically removed either on Thursdays or Fridays, depending on the amount.

Starting salary should be around 60k.  I would also structure an incentive with the Project Manager where if he/she were to take and pass the test for GC licensure, an automatic rais would be applied so long as they committed x number of years to you.

I know it sounds aggressive, however, if you find someone young and hungry this could be a great deal for both parties.

Have you also considered paying a PM based on a percentage of the overall project cost?

What year did you purchase and begin work on renovations?  If I may ask why the commercial loan? Is it because of the # of units?

I also did a siding project in Bel Air, CA I expected it to be 90 days... It was double...
