How do you expect for Buyers (REI) to approach you? 

As a broker I work for the buyer.  Approach me whichever way is most convenient for you.  As far as what to say, communicate your intentions.  

Would you prefer an Email or phone call? 

Again this decision is up to you as the buyer.  I typically find that I receive emails and text messages more often, however I always respond with a voice phone call.

What are red flags for you, that you are not taking this person seriously? 

Get to the point and ask them if they are working with a lender.  I ask for a pre approval letter before showing properties.

What is your ideal conversation with a buyer (REI)? What questions should we be asking?

This is a very broad question..  If I were you I would be asking questions about return on investment and cap rates.

 I would go this route, however I would not charge an option fee.  After the first year, based on our relationship I would do another 1 year lease or go month to month.

You cannot evict the current tenant simply by acquiring the property.  When purchasing a property that is occupied the lease transfers with the title, therefore you are required to honor the remaining duration of the lease.

Nothing else needs to be done.  All that is required by federal law is the pamphlet you are describing be provided.  However, an additional addendum should be included in the sales contract.

There are online programs which allows 100% online filing and can be sent within minutes.
