Interesting topic, I plan to follow along. I have my opinions, but I tend to stick to higher end neighborhoods then it sounds like your looking for.

I was born in Peoria! All my cousins and extended family are still in the area. That being said, I don't know the market well there personally, but I know that there are many active investors. It seems like your on the right road researching the different areas etc. My only tip would be to find a local REIA meeting in your area and start attending. They will help with area specific info on neighborhoods etc. Good luck!

There are many good realtors locally. That being said, I don't know @Peter Davis personally, but have friends that have used him and were very happy. I'm sure he will chime in here. Best of luck, it is a great market.
