As in any type of construction it's always best to streamline costs by initiating and completing each task of a project in one phase. Costs can and usually do become much more exacerbated and costly whence approaching it on a piece meal basis. 

But if your funds are limited and its a question of pay as you go then one way to off set those costs is naturally to pass them thru to the respective tenants/homeowners as you build your project out. However, at the end of the day doing it that way will prove much more costly and your capitalization cost and ROI will reflect it. Just my 3 cents worth. (Adjusted for inflation).

Start with your local building jurisdiction. Zoning is the key on this.

 As @Rachel H. has so aptly stated, "If you're going to do it, definitely put insurance on it. Though pricey, it'll help to minimize your risk." That is a must. I spent almost 2 years in Florida cleaning up MHC's after "Charley" and the his three buddies ripped through FL in '04. 

I remember all too well when the State actually condemned some of the MHC's that were totally devastated and rezoned the land for higher and better use. In fact one of the MHC's that we cleaned up on the Caloosahatchee  River in Fort Meyers was rezoned for a high rise Condo Hotel; certainly not a viable option for all the displaced residents that resided in that MHC before Charley.
