Why not use an agent, since you are going to pay the commission anyway. Do this find an agent that will put the search criteria that you want into their MLS system and automatically you get notified from the listings that comes in. This is simple and effective.

You can use Access through Microsoft to store you data and use it. and you probably have it in your computer.

This one is not easy, because you have to go through people to find the right ones. If you deal with other investors in your area, ask them for referrals, it will save you a lot of time and money. 

Learn to network locally.

A Good Realtor can make you a fortune. 

Of course I have my preferences as to the gender and age and experience, from all the years of dealing with professionals, but I feel it would not be wise to elaborate any more. 

I have been on both side of the fence. I made my investors a lot of money when I was a Realtor and than when I became investor, I absolutely make a lot of money by building good contacts with Realtors.

State income tax liens totalling upwards of $10K 

if it is recorded it is attached to the property

"Statement of Judgement" lien from a local credit union upwards of $19,500

this is attached the property, if it is recorded.

Absolutely do not negotiate other than through the Realtor, You need keep your actions above reproach. It pays off. But ask the Realtor if possible to set up a meeting for you an the seller to talk at his presence.

Send them a letter just like you send to anyone else. You don't need to mention someones demise to get business. Almost 10% of the properties in the MLS are because someone passed away. Just because it is an standard sales does not mean a family trust is selling it because the person passed away. and you can find those leads on line look for obituary leads.
