We installed submeters. When we started billing the tenants, water usage went down 50%. Before they had running toilets etc. and did not care.

Check with the city if short-term rentals are allowed in your area. 99% of CW are not. 30-day minimum. The city checks Airbnb etc. frequently.

There are a few properties in Clearwater that are grandfathered in.
