I live in Chicago and have the same concerns.  Chicago has significant pension debt so I am anticipating large property tax hikes to cover the debt.  I think Philly has similar issues.  I am sitting on a mound of cash now waiting for the tax spikes to drive down real estate prices (as they did in Detroit) before investing.  On a personal note, My residence was just assessed 25% higher.  I am appealing that assessment.

Do any of you look at property taxes and/or the potential of property tax increases (because of past due municipal debt for pensions, etc.) before investing or can you pass along a property taxes hike to a renter?
