Unfortunately, a lot of big name insurance companies will keep denying you. 

You can try an insurance broker. He/she will look around amongst many companies to get you covered with a suitable insurance

Most states have DPA programs. Some of my clients bought properties with almost 0% down

You can either get a money partner, or search for subject-to properties, or owner financing options

California is not very landlord friendly. 

Try cash for keys, or something like that.

If did not work, start eviction process

If the mortgage is 1250 a month, and you can rent it out for 2200-2300, this will get you a solid cash flow.

You can keep it and start paying your debt out of the cash flow

Name doesnot really matter.

Many tenants sort by price when they search, so price, location, schools, proximity to the location of their work is what matters the most

You are on the right track. Being on Bigger pocket will help you a lot.

I will highly recommend house hack. It will give you an entry point to investment with very low money as a downpayment.

Something like a split level home, or boarding house 5+ rooms works great

You are on the right track. I typically look at markets with steady job and population growth, a landlord-friendly state, and diversity of jobs.
