@Joel Owens I've analyzed the tenant base in the other properties and they are able to qualify for my project. 

Our PM should be able to screen out the bad ones but I just wanted to know if paying for advertising to these other complexes would be worth it or if I should stick to online ads mostly.

@Jared W Smith I am based in Kentucky now but am not from here. The bulk of my projects have been in major metropolitan areas so I am familiar with the differences in cost.

@Mayer M. Note everyone else commenting is an architect by trade and no offense to them but architects tend to overvalue their work in my opinion. 20 years ago I had to pay for real architects and the price was justified but now with new tech and programs its a saturated industry and prices vary widely  within a single market.

I'm not here to tell you to fire your architect but it doesn't seem like you got several, if multiple bids at all. Instead of having us all guess if its in the right ballpark just send your scope of work to a few other architects and get some bids. If you like or don't like what you see you can still continue with your current architect.

Your tenant has been there for 8 years so why would you have her move out? Unless she is a problem tenant I would keep her there as long as possible and once you create a permanent solution as suggested by @Jim K. you won't have this issue again.

You're spending $9,000 on an architect for a sfh? You are getting ripped off BAD.

I've done complex projects on multifamily for half that price. For a sfh ALL IN it is 1-2k. 

Keep in mind you need to get several bids/quotes. Many architects have quoted me 50 grand for a project because they charge by the sq ft or it say it is "complex" and I ended up paying 10k for the same service. If I spent 10k on that project you really need to re-evaluate spending 9k on your sfh.

That is a very small kitchen. Can easily be completed in a day or two. Not 10k of damage. I wouldn't involve my insurance for that. Forget the fact that it was a fire and replace some cabinets, a stove fan, and drywall. Not 10k. 

Maybe try calling some contractors and not "remediation experts"

I have about 70 units coming online in the next month and wanted to know if anyone has sent out mailers/postcards to surrounding/similar complexes to try and get some of their tenants. This is a new build so it would be nicer than the other similar complexes and am sure I will get some tenants from them. Just want some opinions!

The only durable and value adding flooring to a basement is tile. The basement will eventually flood or get damp and all other flooring will be damaged by the water. Try porcelain it's the strongest and doesn't retain water. Good for a rental. Ceramic is cheaper but will crack eventually in some spots.

I would use @Account Closed's solution except instead of splitting the coax I would run an ethernet cable from the router to an access point closer to the unit with bad connectivity.

If you don't want to deal with lockout simply replace the door knob with a latch that doesn't have a lock (just a doorknob) and keep the deadbolt the only lock with a key on the door. They would need the key to lock themselves out.

I checked it out and looks like a good solution for those who don't want to pay for wifi to ensure they have connectivity.
