Hey Sarah, I recommend Brian Quick and John Hill of HQ Property Management. All of my investor friends use them - they're honest, have low rates, and specialize in Baltimore City and the neighboring counties.

Welcome to the forums @Daniel Edwards! Wholesaling is an easy way to get started with little money at the beginning. 

If you are still paying rent, I recommend house-hacking to eliminate your largest expense - which is usually between 30-50% of most people's paychecks. 

Househacking is when you purchase a home as an owner occupant (qualifying for a very low downpayment) and renting out individual rooms or the other unit (if it's a duplex).

I used to pay $1000/mo in rent, now I make $1000/mo with my househack and live for "free"

Your best bet is to give the Baltimore City zoning office a phone call. You need to confirm that the house is zoned R2, which includes multifamily

I recommend Brian Quick of HQ Property Management. He manages multifamily and smaller apartment complex units, and his fees are extremely low

Alan makes a great point - the blunt truth is because it is so hard to find reputable handymen and contractors, it's going to be really tough to find the best contractors on a public forum

That being said go to local networking events or reach out to people individually in smaller investor-friendly Facebook groups. Ask through a mutual friend and ask around. 

Better to have a referral so the contractor you pick has a personal (i.e. social) obligation to follow through
