Post: 2 possible pre-foreclosures on the same block

I received a bit of info on two vacants in Baltimore county. Im being told by a neighbor they are in pre-foreclosure. I'm not sure how to verify if they are in preforeclosure or if I should even worry about that particular. Being that they are vacant, I'm sure some kind of opportunity exist there. I've looked up the records on the tax assessment website. The mailing address is the same as the property address so I will need to do some research to find updated contact info. What would be the best route?

@Michael Quarles how big of a cost is it to run through NCOA?

Also, I hate to be off topic but I was running through some other threads and saw that you said absentee owners aren't good prospects for cold calling. I recently started driving for dollars and came across a few properties in which I want to make contact with the owner. They are vacant with an absentee owner. I found the records through the tax assessor website and planned to reference the phone number to reach out. Is that a bad idea??

@Aaron Yates I haven't purchased a list from either site just yet but list source gets down to more specific criteria for your search. It seems the better option on face value. I never knew of Melissadata until last night when an experienced(10+) investor spoke about and said he preferred it over list source.

Has anyone had success buying list from Melissadata.com? How do they compare to listsource or some of the other popular mailing list companies?

@Zach Schaar Thanks for the advice. How I see it, I plan to eventually getting into doing some rehabbing myself so ill go ahead and take that extra step for experience. "Presentation is everything" is a motto that I live by.

@Dave Martel I did a quick google search on RSMeans and I came across several contractor books but this one in addition to the one you mention: RS Means Contractor Pricing Guide: Residential Repair & Remodeling 2013. This was 30 bucks. The description seems more fittiing for what I need. Do you know anything about this particular edition? Thanks
