2 possible pre-foreclosures on the same block

I received a bit of info on two vacants in Baltimore county. Im being told by a neighbor they are in pre-foreclosure. I'm not sure how to verify if they are in preforeclosure or if I should even worry about that particular. Being that they are vacant, I'm sure some kind of opportunity exist there. I've looked up the records on the tax assessment website. The mailing address is the same as the property address so I will need to do some research to find updated contact info. What would be the best route?
