I've cleaned up places with cat pee. Worst case you pull all the flooring down to the subfloor. Then spray the stuff that kills the smell and retile. Look for subfloor that's rotted out from pee and replace that. I've seen the corner where the litter box was literally turn subfloor to mush. You just have to saw it out and replace it.

It looks like someone wanted a multi use car port. It's pretty odd though. You could build a wall around part of it and have a car port on one side and storage on the other.
It depends where it's at. If it's a flood plain it might be a problem. Mostly they're fine though. You can put an alarm on them these days if your worried.

Bathrooms are a hard beginner project. The rotted subfloor and joist are a big issue. Where was the water coming from? There's no point in fixing anything if you have a leak that's going to ruin it all again. There's no point in doing new tile if a rotted joist is going to sag the floor. Get some help making sure the joists and subfloor are fixed right. Make sure the plumbing isn't leaking behind the walls. Then if you want to save money DIY sure.

I've done some work for other peoples sites. If you want to keep it simple and easy I'd recommend WordPress for the site. It's got a free plugin for making forms that email you. That would be cheap and simple for tenant requests.

Any adhesive backed flooring is going to be very hard to get off the wood later. Just keep that in mind if you look at tile or laminate. Tenants probably won't treat the HW that well but if it's thick you can always sand and reseal between tenants. Cheapest thing that will look good is probably new carpet though.

I live in a rural area and there's plenty of rentals that are full.  You could test the market, run an ad and start taking applications.  At least then you would know.
