@Matt R. yes I have considered HI however it is just not what I am looking for.  The greater surf destinations have been discovered and I am looking for more maybe central/south america.  However, I definitely see where your coming from with HI.  I also agree with what you mentioned about Nicaragua.  I just want to investigate crime, surf status, tourism, and growth there some more and also hone in on a specific spot there.

thank you!

@Angelo Behar yes i will definitely look into Ecuador.  I want to start real estate somewhere where I will hit the next big wave of surf tourism!  That is my goal and I am determined to find the location!

I would like to invest in a property in potentially Costa Rica, Puerto Rico, Nicaragua, or Dominican Republic. I want to buy something very cheap maybe a foreclosure or something similar. The problem with Costa Rica and Puerto Rico is that it is already an established tourism destination for surfing and I want to hit the best up and coming location so I can grow my real estate investments.... some good examples of well established surf destinations that were not "popular" and "surf tourist destinations" a decade ago is Nosara, Costa Rica and Rincon, Puerto Rico... Any advice, help, insight would be awesome!

I would really appreciate the opportunity to speak with someone in Charleston SC who has done Estate Probate Wholesaling.  The Courthouse estate office is extremely small with extremely unhappy workers.  Would like to see if there is anyway around "going to the courthouse"... I have found people can access this info through newspapers, online, and other options.  However the online database is on a "search by name" query an the newspaper does not have any listings (to my knowledge/I might be missing something)...  Any advice/help would be much appreciated!

@Roc P. Thanks for the response.  What do you mean by commercial use?  So I probably should not mention doing real estate in your opinion?

@Rick H. I politely said, "I am looking to access the probate records for the county.  Can you show me how to pull the most recent files"?  She then asked what I needed it for because for self-gain was illegal.  I responded with "I go to College of Charleston and I am using it for research and educational purposes"

I will also look into your suggestion.

Thank you all

@Ronald Perich So if your getting leads in the 100's that an absurd amount of time.  Also, I am assuming that you have a website that only lets you search by name or case number?

@Kyle Kufeldt  Well thank you for your help! I would appreciate all other suggestions and comments.  The greatest part about this is that I have less competition!
