Ever run into this or is my housing authority unusual? 

 This Is definitely  incorrect. There are Housing Authorities that will not allow tenant to move in unless they give them a clearance Notice, however others can start payment on move in date. It all depends on the May and Must on the Administrative Plans. 

I would suggest tenant to speak with manager or schedule an appointment with Landlord Liason.

Yes there is such a program. It is the Family Self-sufficient and Homeownership Program. This is all voluntary, the voucher holder will first participate in FSS and graduate to homeownership. This program helps with money management, credit and deposit information. Not all Housing Authorities offer this program so definitely contact you local Housing Authority for more information.

No guarantee you will receive your rent unless you file in court, however tenant risk the chance of loosing voucher. I was a specialist for over 6yrs, once a complaint in filed by the landlord the client will get warnings. If rent is not paid you can start the eviction process. Tenants will then go through an informal hearing with the Housing Officer.

Hi,

Yes you can rent the other half to a section 8tenant and the other to a regular tenant. The only concern I will have for inspection purposes is whether or not the meter is separate. Typically that will be the case, to have a separate meter.

For your 2nd question: if you are a proactive landlord that keep up with your tenants and Lee your Specialist informed of missed and late payments they will likely do the chasing/work for you. Clients risk losing their vouchers and are typically warned for Non-payments of rent.

Patti is absolutely right, tenant is stuck with the 2bdrm unless family size changes or there is a need for reasonable accommodations.

The Vash programs are for Veterans needing housing assistance, there is a separate list and funding for that specific program. 

As for elderly individuals, when the waiting list open they can apply and be placed under elderly/disabled but no specific funds for this. The best route is to go into 55 and older tax credit communities which accommodate to elderly individuals with fixed incomes.

Yes if tenants pay for utilities it can increase voucher amount. However out of pocket is a landlord violation

Your hands are pretty tied. Even if they look the voucher is only good for 120days. If they can not find a place it's either remain put and wait for another voucher to be issued or leave. This may get a bit ugly if they have a deadline from you.
