As a landlord, I have witnessed abuse from a father to his wife and seven year old son and used the lapse of lease to somewhat remedy the situation. I would see the boy walking around with bruises but didn't think anything of it until their next door neighbor called me a few times complaining about large thuds, screaming and crying at late hours. Unfortunately the police were not able to do anything as the wife never pressed charges after they were called from the neighbor. The lapse of lease gave us the opportunity to evict them and to save the rest of the good tenants, as well as to hopefully cause an end to those issues. When we first went into the unit, we found multiple bowling ball size holes in the walls, including seven in the kid's room with lots of blood splattered throughout. These are common stories that don't show the highlights of the job but doing the parts of the job that has to be done. Unfortunately, this is another example that is no longer allowed under the Pittsburgh memorandum and would have kept this bad situation going on.
