Can I do a partial 1031 exchange?

For example, I had $300K from the proceeds of the sale, and I want to reinvest only $200K in a new property. Does it mean I can still transfer $200K to the new property and be taxes only on $100K?

I am debating whether I should buy 2 fourplexes or one large apartment building (5+ units).

The loan would either be commercial or residential.

Is it more difficult to get a commercial loan? Are the loan terms (interest rate) for commercial worse?

I am planning to take a loan for a commercial property (multi-unit). I am an individual (not an LLC). Is it more difficult to get such loan? If so, I guest I should just stick to the 4 units places. Are the rates higher for commercial?

I have a rental property where I didn't live in for the last 10 years. I am planning to sell it and to a 1031 exchange for a multi-unit commercial building (residential apartment for 10 units). Does it quality for the 1031 rules?

I would like to identify the city and the type of product to maximize cash flow in northern California for a buy and hold property. I am not as interested appreciation but simply buy and hold. Which city is best? I have $200K to provide. Should I just buy a single family cash? Or take a loan and for a multiunit? Any advice is very appreciated! Thank you.
