@Michael P.  The article does say that these are 3 out of 8.  There's another one mentioned higher up.  So there's still 4 more out there.  Haven't looked them up to see what they are yet.

I would consider it fraud. Presenting you a check she had no intention on paying on.

Call Turbotax and ask. They do provide support.

Deposit is deposit. Rent is rent. The reason you just mentioned is why. You return the rent and there's a bunch of damage. Now you're short being able to cover the damage and you're out rent.

Wouldn't surprise me in some states if the tenants then try to say you didn't return the deposit in areas with strict deposit requirements.

I've always had mine inside the garage or I'm a basement space. Last thing I want to be doing is standing outside in a rainstorm trying to flip a breaker.

Personally, I hate these fences. Many people in our neighborhood have them and as you walk by all you know is that a dog is charging toward you. Eventually, the unseen fence stops it, but the dog could very well charge through it. And the passers-by have no way of knowing there's a fence.
Just an fyi for those interested in being helpful to their tenants. If the government worker banks with one of a number of banks/credit unions who specifically cater to government workers it does appear that a number of them are offering 0% loans to those affected by the shutdown. It's really the contractors who get shafted by this. If they have funded contracts or companies willing to work at risk, they're probably fine, but I used to work for a company that as soon as the government money ran out it was forced vacation and unpaid leave. I will also add for those acting like things would be better for them if the worked private sector, I highly doubt it. Most companies will drop you at a moments notice.
Just thought I'd toss this out there. I was moving to a new location for a new job and rented during the transition. My new employer was paying relocation via expense reimbursement. So I tried to pay the whole lease up front to claim the reimbursement. Could only do 2 months for reasons that @Patti Robertson mentioned above.

The apartment complex I used to live in would tape over the payment slot when they left for the day along with a notice that rent was now late and only certified funds for the rent + legal fees would be accepted. They also stuck up signs a week ahead of time at the entrances saying rent was due.
