I learned to be careful with meter replacements. They came and replaces the meter on my personal residence one day when I was at work. The following week, I came home and they had shut off the water due to a leak on my side of the meter. Where was the leak? Right where the line leaves the box. There was a fresh nick in the plastic pipe caused by them scraping the line against the box as they replaced the meter. Guess who got to pay the plumber....
@Stephanie M. If I were a tenant I can't say I'd want some unknown person wandering through my place. The person could be a thief for all anybody knows.

Is there an emergency contact on your application? Perhaps you could reach out to that person in addition to your other attempts.

You need to look at your goals and what you're willing to do to get there. That will determine if it is worth it.

Yet another reason I avoid HOAs.....
@MOHAMED M. Don't most policies exclude purposeful actions by the insured?

Um. This post is from 2013! I think they've taken care of it by now.....
I'm not sure where the renters insurance limits are, but my dad launched a rock into the sliding glass door the same way. They called their homeowners insurance and they said they'd cover it after the deductible. The replacement of the window was only a few dollars over that (don't know the exact amount).

@Mark H., thank you for taking the time to write out a comprehensive response. I do agree with your assessment that this would be frustrating for the tenant. As a landlord, do you feel that my response to their ongoing emails was appropriate (see ^^ a couple posts).

I don't have a problem with the response that you sent.  It was more the reference to her as being needy for wanting it to work properly and her dad as chopperdad that I took issue with.  I can see a college student who is having a problem calling dad and saying she doesn't know what to do and probably twisting the truth to some degree and dad just wants to help his daugher.

But this is also part of why I suggested getting out of the internet business.  Tenant moves in and finds out there's a signal issue, they deal or go buy a $200+ router to fix it (or a mesh setup like the another poster suggested), but when the landlord is including it in the rent, they expect it to work in all corners of the house. :)

Like others have suggested, I would remove it from any future leases and let the students call the cable/dsl/whatever provider directly.  I did it when I was in college and it worked just fine.
