how big is the portfolio 

unfortubtely nonrefundable fees are standard for banks and private lenders.   $400 is not high at all.   I would ask them for some references of recently closed loans to make sure they are real lenders to be on the safe side

@Fabrice Eliacin you could go to your local REIA's to find investors. I see a lot of wholesalers bring print-outs of the properties to those kinds of events. This way if someone is interest in the property, they won't forget to call you. You can also post properties on multiple websites like Bigger Pockets.

@Jacqueline Pelzer good cap rates in Philly can vary from 8%-12% depending on the type of property. I found 2 great articles right on bp that will help you understand cap rates. Good luck!

@Elaine Gee there is one in Asbury Park once a month. I have gone to it a few times myself. It is pretty good.
