what type of property are you thinking?  Such as short or long term rental, single or small multifamily or large multifamily, etc.?

Existing homeowner policies and car insurance not affected.  Those in the Santa Cruz mountains may not be able to get new policies except in the state run FAIR plan.

Hi Bob. If a third party service like lawnstarter.com has subs in your area, You can use their website to get a quick quote for idea of prices. I prefer to contract myself directly with the provider, instead of going through a third party. But may give an idea of  price ( I am guessing lower end?).

some property managers contract with handyman companies, promising to direct work to them in return for priority and reduced rates.  would need to due diligence as any contractor for insurance, reviews, etc.  Would that be something worth considering?

How have people's experience with with companies like travelers, liberty mutual, foremost, and Safeco?

I guess one question is that, if the bills pass, will they eventually lead to further bills restricting individual landlords or small entities (family llc, family trust, etc) on similar activities? 

Maple Grove enacted their one year moratorium on new rental licenses for SFH last summer.

What do you think?

N. Minneapolis is a tougher area to invest, so you definitely want to work with people having strong experience in that area.  I see@Grigoriy Gorshteyn already reached out, and definitely suggest you talk with him.  His company can do end-to-end for investors -- from buy to manage to sell.  He and his team at Algo Realty are extremely knowledgeable about N. Minneapolis, and handle a large number of properties there.

I would suggest check at least license current and insurance (liability and of employees workers comp).  License you should be able to find on state website including type of license and state may also list of they had any violations.

They probably will have their own agreement.  Be clear about what payment looks like and consider having final payment only after permit finalled.  If longer job may be multiple draws. 

you didn't ask but I would also check reviews and references who have done similar jobs (since this sounds like a big job). And if they are doing the work or using any subcons.  And if time is important have a bonus for finishing early, a penalty for overrunning schedule, etc.
