I was told that if a floating floor generally need to install cabinets first since need to leave spacing between cabinet and floor.

if glued down vinyl can install floor first.

@Jan Farley Was there a leak, and what do you do to diagnose (I am guessing with the tenant) if there may be a leak before sending out a plumber?

I skimmed the minutes, and it looks like somehow 20 frameworks were developed, then reduced to 8 through some means.  And, in the last meeting (10th meeting) this week the members (23 of 25 were able to make it) were asked to choose by themselves one of two frameworks (5 or 7), then discuss its pros and cons and such.  (Part of me does wonder about the 'echo chamber' effect in this type of structure of "select the one you want then talk to others who want the same about it."  For both frameworks 5 AND 7)

Framework 5 is the one that received 14 votes (12 at the meeting and 2 from the people who were not able to attend), and is the strict St. Paul like one.  Framework 7 is the more lenient one that received 11 votes.  As @James Hamling guessed, the votes fell the way you would expect.  The facilitators and the city staff says they will include both Frameworks 5 and 7 in the report.  The framework 5 voters are insisting the working group voted for framework 5 and that should be the only one in the report.  I feel like framework 5 by itself doesn't represent the thoughts of the entire group, and just the make-up of the people who were selected for the Work Group.


I hope we don't end up in the same boat as St. Paul last year (or even this year).  That was NOT good for any group involved - renters, property owners, developers, financiers, city government.  The only ones who benefited seems to be those already renting.  And it seemed those renting in the NICER areas were those who benefited the most.  So not the intended effect by any means.

I am sorry that this happened to you, Kwan.  That absolutely sucks.  And it shows a really bad side of some human natures.  Perhaps not being outright scammed, but being taken advantage of, seems to happen to every remote investor.  So, don't lose your confidence!

Meanwhile, it sounds like you may have purchased in an area that may be C or D (drugs, etc.)?  If so, it may be worth reviewing if you want to continue holding property in that area.  C and D are really hard to manage remotely, I am told.

In the unlikely case he is licensed, you may be able to see if you can recover something from his bond.  I hope you have a written contract of some sort.  Google says you can search for MI licensees here: https://aca-prod.accela.com/LA... for him and for future use.

As you move forward, maybe also check references, licenses and court records, and reviews on other sites.  You can also use buildzoom to see if a contractor has a permit record that buildzoom has record of (they only have some).  And if so, search for that permit in the relevant city record (many are online) to see how the permit and inspections went.  sometimes the permits will also have a dollar value (which may or may not be the actual value of the work done) that may be useful.

The group split with 14/25 voting to recommend a strict rent-control plan like the one that St. Paul passed last year, and 11/25 to recommend a plan that was more lenient.  What do you think?

What a frustrating situation!

Here's an article describing zelle limits at major banks.  Each bank sets its own it seems.  Looks like chase is $2000 per day at the time of writing.  Some banks have higher.

Post: Managing an out of state rehab

Rehabs are hard enough local.  Can be brutal remote and without a trusted team.  Any chance for something closer?

It's great the process for repair that you have outlined.  How do you deal with repair coordination if you choose to make the repairs?  For example, would you contact the tenants and let them know of the dates/times, check when they may be available to meet the repair person, etc.?  Would like to learn best practices if you can share.
