Remember you can always drive out of the big city to find more reasonably prices on real estate. (1-2 hours away like they say)

@Jeff B. We're not in really war zone area any more, but not the best as it used to be in 1970s. (Class C+ B-)
Property passed, all is good.
We're in business of improving the area by the way. For past 12 months I've brought 20 families from my community (eastern European immigrants) and the street quality changed big time. More work to be done.

 I own a fourplex in Sacramento. Just a week ago I had an inspection done from RHIP.
two officers dressed as SWAT team with bulletproof vests visited my property and checked if my property is in good condition.
since I did major remodeling one year ago, they had minor remarks, (but it still costed me $800 for their visit),
here is my thoughts video:

to be honest I'd rather pass a class where I can inspect my property myself. Way cheaper.
actual repairs cost: $100
inspection program bureaucracy costed me : $1200+ (including retro-fit window permits)

the only good thing, officers were accessible to email conversation where i exchanged photos and received feedback on my improvements before re-inspection.
