Rental Housing Inspection Program RHIP (California)

 I own a fourplex in Sacramento. Just a week ago I had an inspection done from RHIP.
two officers dressed as SWAT team with bulletproof vests visited my property and checked if my property is in good condition.
since I did major remodeling one year ago, they had minor remarks, (but it still costed me $800 for their visit),

to be honest I'd rather pass a class where I can inspect my property myself. Way cheaper.
actual repairs cost: $100
inspection program bureaucracy costed me : $1200+ (including retro-fit window permits)

the only good thing, officers were accessible to email conversation where i exchanged photos and received feedback on my improvements before re-inspection.
