Sponge down all surfaces with TSP (Trisodium Phosphate) solution to remove the tar and then prim / paint all surfaces (including the subfloor if needed). Wash all windows and fixtures that will remain and then by the time the new kitchen and floors are in the place will smell like new!

Welcome @Jon Farley. As the others mentioned, the monthly meetup (usually in East Lyme) organized by @Mat O'Grady is a great place to start to meet some other local investors. I'm living in Pawcatuck and investing in long term and short term rentals Mystic, Groton, and Stonington. Was considering trying to put together a monthly happy hour meetup in the downtown Westerly / Pawcatuck area for folks out in this area until this little global pandemic hit. If things get back to normal we should circle back and set something up. In the meantime you'll find tons of helpful folks and educational content here on BP.

Welcome to BP!
It sounds like you're describing the Midway Oval neighborhood in the Poquonnock Bridge part of Groton. If so I would just be careful. The majority of those "houses" were built as temporary military housing back in the 40's and are of very low quality construction. Most are just on cinder blocks or footings instead of full foundations which is very rare for the Northeast. They've been dressed up over the years with new roofs, vinyl sizing, replacement windows, etc. but it doesn't change that they're structurally inferior to conventional stick-built houses of the same age in other areas. They're also quite small and most have central space heaters to heat the whole unit.
There are some newer properties sprinkled around that neighborhood and I'm sure some of the older ones have had structural upgrades but I just wanted to give you a heads up!

Hey @Kyle Brodwater I'm just seeing your post (a little late) from my Westerly keyword alert. I'm pretty sure my buddy Sam is your new neighbor and we may have actually met briefly over the summer? Anyhow, I just completed a full-gut reno of my ~1200 sf house in Pawcatuck in November and have finally pulled all of my numbers together from the project.
