Depending upon your focus, the midwest market, specifically Indianapolis, is a growing and exploding market for real estate opportunities. Feel free to PM if you have any questions.

Depending upon what block you are looking at as to South Grant Avenue and E. Minnesota, the prices are more $30,000-$45,000 in 46203. 

You should be able to find rent ready opportunities in this area. It is ever changing at the moment.

The Historic Irvington is a better investment given the opportunity. The duplex is located blocks away from main merchants, i.e. Starbucks, Huntington National Bank, local library, BP gas station, etc. 

Portions of this neighborhood are currently being developed to attract more homeowners and investors to the area. So out of the two opportunities, I would suggest the Irvington duplex.
