I agree with Patrick. I too was going to mention that R-22s are being phased out. The world community has committed to eliminating R22 refrigerants. As of December 2014, the European market already, for the most part, phased out its R22 existing plants. 

Regardless, at some point in time, either now or later in a year or so, you will most likely need to replace the unit. So why waste money to maintenance the unit, when you know you will eventually be replacing it. I would put the money to better use now and just bite the bullet financially and purchase a new unit.

One of my clients is a small, locally and family-owned HVAC company. The company is licensed, insured and bonded and have really reasonable rates. Happy to provide a referral if you want another price quote. PM if interested.

I would need more details as to the chain of title as to any potential defects, including the delinquent taxes with respect to the county's lien rights, before I could suggest any potential remedy.

Given that your friend hasn't paid taxes in almost ten years, I suspect the property is also encumbered with other liens and judgments. This, in and of itself, poses issues should your friend want to sell the property in the future.

I agree with all of the above comments as to the duplexes. Once you get past State Street on E. Michigan and E. New York Street, the next 10-15 streets get dicey. This area is not developed and does have a higher crime rate. This is what we call "the gap or pocket," as you have probably heard about in Indianapolis.

I am quite familiar with this area as I live in Holy Cross Westminster neighborhood in the 1300 block. E. Michigan Street and Rural Street is about 5-7 minutes from my house. Send me a private message with the exact addresses, if you are still interested in the duplexes. I probably can give you more details since the properties may be somewhat close to where I live.
