I would put it in the bank, maybe a low yield no risk investment while I go out and get a job, internship or something that gives you experience in whatever field it is I want to invest in.
Gain as much knowledge and experience as you can first then go back and ask yourself the same question.
There is a big difference between reading up about a particular subject and actually getting hands-on experience. You will notice that your mind will change a million different times until you actually figure out what the right decision is.
Just my opinion of course.

As long as they are experienced with that states code you are fine. I would not give any one a chance that is not experienced in that particular state, regardless of how much I like them, Taxes are nothing to take a chance with.

Andrew I see your point of view, but I have always been of the mentality that you let the professionals do their jobs and you focus on what you know and what makes you money.
where are you looking specifically?
I have a contact that goes to most of the auctions in the tri state and can get you a list. But depending on the area.

I would try to come to some compromise with the tenant and hopefully make them understand that #1 they need to clean this up and #2 should other things like this continue to happen it can cost them money.
If you need an attorney I can recommend someone as I do a ton of business here in NY but hopefully you don't have to use one at all and you can come to an agreement with your tenant.
