Steve Crounse I also think it is much more efficient to put individual tanks or systems in each unit, especially if they are separately metered.

Find a good attorney in your area who has experience in evictions and hire them before this gets away from you even more.

In addition to the registered mail have someone hand deliver a copy of the letter that way they can do an affidavit stating it was delivered, do not do it yourself make sure you have a third party do this. Registered mail is only good if the person signs for the letter.

I agree with Kerry if you have the greatest property in the world and there is not a demand for that property in your area then it is worth nothing. You have to find out what works in your area and work from there.

I agree with Glenn leverage is the way to go that way you are able to acquire more properties and generate more cash flow

I would not do this myself and I am a practicing attorney.  I personally would find someone else to do this for me.

As an attorney never get your legal information from the internet.  Find an attorney in your area that is familiar with landlord tennant law not someone who does real estate closings.  You need someone who knows that law.  Doing the wrong thing can lead to bigger problems.  Find a lawyer.

I know how you feel my baseball career ended at 23 due to health issue, a fastball to the face to be exact.  

Now. My advice to you is to read as much as you can.  In addition I have found podcasts like BiggerPockets, Learn Real Estate Investing / Lifestyles Unlimited, Landlord University and Real Estate Investing for Cashflow invaluable.  Next I suggest you find as mentor in your area who knows the lay of the land and who can guide you through the process.  I have found that having a mentor in the area you want to invest makes a big difference in my confidence level when looking for a deal, especially when that deal is a close call.

Don't be afraid to make a decision. If you find a property you think will work pull the trigger and get started.

I have a similar issue here in in the Niagara Falls and Buffalo area.  It is one of the most economically depressed areas of the country.  However, there is the ability to purchase high cash flow properties for what could be considered a steal but they are not in the greatest neighborhoods.  But I look at it this way someone has to live in these properties and some one has to own them, why shouldn't it be my company.  With that being said if I feel like I have to carry a gun to pick up rent or I am afraid of going there after dark then it is not worth the risk for me or my staff.  If I will not go there I will not send an employee there.
