Approximately what would be a normal size for a water heater that served 16 apartments?

We've been using the following Delta showerheads which are all 1.5gpm flows - the first comes both standalone and as part of a complete bath/shower kit - we've installed eight new tub/showers using this kit in the past two years and the tenants are all delighted by the performance ... and surprised when they find out its 1gpm less than a traditional showerhead.
