I just had this same conversation with my manager and it is a huge gray area.  As a Realtor you owe a fiduciary responsibility to your client, therefor you need to know who that is. Since the plan is to sell a contract which I would assume is in your name then you should be as transparent with the seller as possible.

If you want to know what the listing agent is offering, you can just ask. Your agent should be honest and tell you because you shouldn't be responsible for the entire 3%. For example, if the listing agent is offering 2% than you would be responsible for only 1% to bring the commission to 3% although when you put an offer on a house that extra percentage she be part of the terms of the offer so it doesn't come out of your pocket at closing. The only way I can imaging you being on the hook for the entire 3% is if your agent finds you a FSBO where the homeowner is not offering any commission to agents.

Whose paper work were you signing, the listing agents or the buyers agent? Generally the commission that the realtor owns comes out of the proceeds of the house. If you are working with a buyers agent, they may not be happy with the standard 2% that the listing agent is offering and will want an additional 1%. They may deserve it if they are working for you by running comps working up CMA's and figuring out ARV's and things like that.

As a realtor, of course I feel somewhat obligated to say the MLS is the best way. If used correctly it is but deals are found through many sources.

You can certainly post on CL looking for people who are looking to sell as well as write to people who have already posted properties to sell.  

Try door knocking on old, rundown homes to see if they may be interested in selling.

Direct mailers are another route and word of mouth is also a great way to spread the word.

Try posting on FB buy/sell groups telling them who you are and what you are trying to accomplish.

As a realtor, I have helped several section 8 tenants find homes.  There are many people who view Section 8 in a negative light, but the people I have helped were extremely nice and grateful to find a new home.  One big benefit to accepting section 8 tenants is since they are getting government assistance the turnover rate tends to be very low since the process can take time.  I would give the same advice that I give any landlord and that is meet any and all prospective tenants.  Talk to them to see what they're about and go with your gut instinct.  If you think that they will be good tenants then sign a lease, but if not move on to the next applicant.

Hi Krystof,

In order to access the backend of the MLS you would need to be an agent. If you are just looking to browse around to see what's out there and get an idea of the inventory in your market than you can search on MLSLI.COM. It is thre multiple listing service of Long Island and does includes Queens and Brooklyn.

Your best bet is to speak with a mortgage professional.  They will be able to help you the best when determining what type of mortgage is best for you.
